Responsibilities and accomplishments include:
Enforcing safety laws to save lives:
- Contributed to reducing the state Mileage Death Rate (MDR), which represents the number of traffic fatalities for every 100 million miles of vehicle travel. California's MDR was 1.25 in 2004. It dropped by 48 percent between 1985 and 2004.
- Also contributed to improving California's occupant-restraint compliance rate from 90.4 percent in June 2004 to 92.5 percent in June 2005, resulting in 63 lives saved and 861 serious injuries prevented.
- Received Impaired Driving Enforcement Award from the International Association of Chiefs of Police for efforts to decrease the number of fatal collisions involving alcohol.
- Partnered with local law enforcement, Caltrans, Office of Traffic Safety, Dept. of Motor Vehicles and Dept. of Alcoholic Beverage Control to implement the Operation STAR program that enforces speed, DUI, and seatbelt violations during holidays.
Servicing the motoring public:
- Partnered with Caltrans, the National Weather Service and broadcasters to implement the Amber Alert program that has safely recovered 100 percent of abducted children.
- Also partnered with local law enforcement to target specific crime wave areas in Operation Safe Streets.
- Continued Smart Start, Right Turn and the Older Californian Traffic Safety Task Force programs to reach the state's most at-risk drivers - teens and senior citizens.
- Worked jointly with Caltrans to reduce delays due to incidents, which are estimated to cause about 50 percent of traffic congestion.
Securing state employees and properties:
- Protected the state's facilities, aqueduct and power grid, plus major bridges and dams.
- Continued to staff commercial vehicle inspection facilities with canine teams trained to detect transportation of illegal explosives.
- Collaborated with the Peace Officers Standards and Training Commission to certify the CHP course Law Enforcement Response to Terrorism.
The California Highway Patrol (CHP) was founded in 1929 to provide law enforcement and safety services to motorists traveling California's highways and rural roads. The CHP also facilitates the safe movement of goods throughout the state, provides security for state employees and properties, and assists local law enforcement.
